    The Webinar addressed the cash flow challenges government finance officers are facing as a result of the protracted State fiscal crisis.  Unpredictable State aid payments, decreasing sales tax revenues and struggling mortgage tax receipts; coupled with rising costs are creating a "perfect storm" with regard to managing a government's cash liquidity needs.  This program presents strategies for managing cash flow and shares current examples of how some governments are dealing with this complex problem.

    The Webinar, conducted by Daniel J. Dustin, Executive Secretary for the New York State Board of Public Accountancy and J. Dwight Hadley, CPA, former Chair of the New York State Board of Public Accountancy, discussed the new law, which became effective on July 26th.  Now, every CPA who practices in the State, under the newly expanded definition of the practice of public accountancy, must register with the New York State Education Department (NYSED).  All professional services rendered by CPAs will constitute the "practice of public accountancy" regardless of whether such services are performed in a CPA firm, in industry, in government, or in academia, either for a client or for one's employer.  In addition, all CPAs must now meet the annual Continuing Professional Education (CPE) requirements.  This is of particular interest to CPAs who work in government as until the new law, they were not required to meet the continuing professional education requirements.    The new law has been implemented through emergency regulations adopted by NYSED with final regulations expected to be finalized before the end of the year.

    GASB Statement No. 54, Fund Balance Reporting and Governmental Fund Type Definitions, substantially changes the focus and terminology used to report fund balance in the governmental funds. It also provides clarifications on the appropriate use of special revenue funds and capital project funds.

    This program was conducted by Michael A. Genito, Principal of Government R&D Center, LLC and Director of the Edwin G. Michaelian Institute for Public Policy and Management at Pace University.  Mr. Genito, who most recently served as Comptroller and Assistant City Manager for the City of Rye, NY, has over 25 years of local government finance expertise and is a Certified Public Finance Officer (CPFO) and Certified Government Finance Manager (CGFM).   Mr. Genito addressed a number of critical issues on which finance professionals need to focus as governments brace for the impacts of the ongoing economic downturn.
